Does job corps require their applicants to go to the location closest to them?

I live in Texas and want to get out! Plus the job corps locations over here don't have forestry programs, which is what I want to do. Also my parents make a lot of money. My mom makes about 100,000 a year and my dad about 130,000...but it's THEIR money. I know there is income requirements since it's only for people with low income. Technically I am low income because I'm unemployed, and have no money. I'm 20 years old and still live my parents(which isn't uncommon...), I was just wondering if I would qualify as low income since my parents provide everything for me, because I have no money. They want me to go to college but I don't want to because I've already been to college for 3 semesters and dropped out/ flunked them. I just think I'm not cut out for college, and I don't want to waste their money again. I don't care who you are, college is just expensive, and in my case a waste of time...
