Does anyone have Alltel as your cel phone carrier? Why is my cellphone working again.?

My cellphone was turned back on after 2 weeks off for non payment. I still haven't made a payment and last night the service was restored? I don't want to call Alltel because they might suspend the service again. But, Why would they turn it back on with out a payment being submitted?
